Sites.Read.All — read documents and list items across SharePoint sites.
Files.Read.All — read/download files across SharePoint and OneDrive for Business.
No write/delete, mailbox, email sending, or Teams-message permissions.

Approval is not limited to KPI folders and can include sensitive files. Only approve after agreeing on the operational purpose and data-handling terms.
